This preference was reported in Oxygen.2 (Papyrus 3.2)
Preference is available in Papyrus > Diagram
- No external references: No decorator - Different container (default): Element not in the same package are external - Different owner: Element not in the same owner are external
- warning: you need to re-open the model to get the preference active
